The Problems

Our county’s inordinate amount of illicit drug trafficking (fentanyl, heroin, methamphetamine). The lack of any real interdiction by law enforcement allows traffickers to operate with impunity leading to an alarming amount of overdoses, many fatal, and exacerbating an already overwhelming mental health crisis.

Currently, there is an inability to provide citizens with a reasonable response time pertaining to calls for service and to patrol areas in general - coupled with, not being able to properly investigate major crimes, especially crimes against children. Perpetrators of such crimes are left to continue preying upon generations of the most innocent and victims’ lives are forever changed.
The public has NO faith in the current administration to remedy these issues.

Currently there is an extremely large amount of unserved felony warrants on file at the Perry County Sheriff’s Office. Leaving outlaws roaming freely on our streets and in our community.
Bob’s Solutions
DRUGS
ARRESTING CRIMINALS & SERVING WARRANTS
To facilitate the apprehension of drug traffickers, and to safely serve high-risk arrest and search warrants, Bob will implement a highly professional, well-trained, and functional Tactical Team.
Bob will re-establish an Anti-Drug Unit which will work with law enforcement from around the region in conjunction with the Central Ohio Drug Enforcement Task Force and the Ohio Narcotics Intelligence Center.
ROAD COVERAGE & INVESTIGATIONS
Bob will develop a Zone System within the Patrol Division. Northern Zone patrolled by a Deputy. Southern Zone patrolled by a deputy. Central Zone is patrolled by a Supervisor who will be able to assist deputies throughout the County.
Bob will create a Major Case Squad with a detective dedicated to partnering with Perry County Children Services to work crimes against children, a detective dedicated to working all cold cases, and a detective dedicated to working major crimes against persons. Road deputies will follow up on crimes of domestic violence and property crimes such as theft and criminal damaging.
Bob’s Experience

Bob has advanced training and vast experience in narcotics enforcement operations. He worked undercover narcotics assignments as far back as the mid-’90s with the Springfield Police. He worked in the Narcotics Bureau for one of the largest Municipal Police Departments in the Nation with the Columbus Police, and he worked a Covert Assignment with the Ohio Organized Crime Investigations Commission, Human Trafficking Task Force. As Chief of Somerset, his agency joined the Central Ohio Drug Enforcement Task Force and has coordinated with the Ohio Narcotics Intelligence Center. Bob is a driving force behind organizing a multi-village Joint Special Operations Team having sent six operators to Basic SWAT School in Franklin County. Over his career, Bob has worked on several tactical-ready units. He has graduated from Basic SWAT Operator School, Advanced SWAT Operator School, and SWAT Team Leader School.

Bob worked in the Patrol Bureaus with Springfield P.D., Columbus P.D., and the Perry County Sheriff’s Office. Bob believes working as a first responder at the local level is the pinnacle of law enforcement. Split-second, life-impacting decisions are made multiple times every day by our team of heroes in uniform. Our dispatchers, EMS, and Fire Personnel are an integral part of this team and deserve our utmost thanks and respect. As your Sheriff, Bob will show his thanks and respect to this team by operating in a MARKED CRUISER. Bob believes in a department the size of PCSO, the Sheriff himself should be seen out and about, in an easily identifiable marked cruiser. As your Sheriff, Bob and his command staff will roll up their sleeves, and assist detectives and road deputies by investigating cases and answering calls for service.

Bob worked as a detective in the Special Victims Bureau of the Columbus Division of Police, specializing in child abuse. Bob has an extensive amount of training and experience working with Child Protective Agencies, Child Advocacy Centers, Educators, Medical Professionals, and other Law Enforcement Agencies having worked thousands of child abuse cases.
